About Us
Taxing Authority Consulting Services, P.C. is a Virginia law firm with a focus in its practice to serve only government entities in managing accounts receivable, tax assessments and the general revenue cycle. Our firm’s extensive experience in collection, bankruptcy and assessment matters affords our clients full service representation related to their receivables. We draw on this experience to ensure our clients obtain their maximum recovery in general account matters and bankruptcy proceedings.
TACS can tailor its services to the needs of a particular locality and provide collection and bankruptcy services and legal advice to enhance a locality’s ability to collect what it is due. TACS acts as a direct collector, often at no cost to the locality, or can provide collection consulting to help a locality operate an efficient and effective collections program.
Our clients benefit from the fact that our services are solely offered to governmental entities, drawing no clients from the general public. This highly specific concentration of practice permits our services to be tailored to better serve our clients’ needs. Concentrating our practice also ensures that we fully appreciate the balance of pressures expressed by our clients to expediently collect their revenue, but to do so with a great deal of respect to the citizens paying the bills.

Jeffrey Scharf
Jeff has worked for the Virginia Department of Taxation; the Arlington County, Virginia Treasurer’s Office; the Arlington County Commissioner of Revenue and has been counsel to the Treasurers’ Association of Virginia (TAV).
Jeff developed and has taught training courses for the TAV Career Development Program on “The Collection of Local Taxes and Other Charges” and “Bankruptcy: The Treatment of Local Government Debt.” He is also the lead author of “Brass Tax: The Compendium of Local Government Collection Powers and Practices.”
Mark K. Ames
He later joined the Department of Taxation, Office of Tax Policy, where, in addition to his work with sales and income tax appeals, he had a major role in the creation of an administrative appeals process for local tax assessments and the drafting of the 1997 Guidelines for the Business, Professional and Occupational License Tax.
John A. Rife
John has aided numerous local governments revive dormant accounts receivable through the sale of real estate subject to delinquent tax, distress sales, levies and seizures. He has garnered extensive experience in tax litigation related to real property, business property, personal property, and license taxes.
Prior to joining TACS, John managed mass delinquent tax collection programs for a number of Virginia localities. He has also represented local governments in general matters as County Attorney for the County of Craig, Assistant City Attorney for the City of Radford and served as special counsel for a number of jurisdictions in collecting delinquent receivables.
Andrew Neville
Andrew Neville is a graduate of the University of Richmond School of Law and of Wake Forest University. During his time with TACS, Andy has been actively involved in litigation regarding the collection of outstanding accounts of various types, including real estate taxes, special tax assessments, personal property taxes, meals taxes, business license taxes, and grant funds. He currently leads the Firm’s Legal Group for general district court matters.
Andy has appeared in numerous Circuit Courts and General District Courts throughout the Commonwealth, and has handled all aspects of the judicial sale process for a number of clients.
Paul LaBarr
Following early retirement, Paul earned his Juris Doctor degree in 2016 from Appalachian School of Law. Paul is based in our Martinsville, Virginia office. Paul assists in representing TACS clients in general collection matters and judicial tax sale cases before the various Virginia courts.
Gregory L. Haynes
Greg is a business lawyer with a diverse legal background. He has counseled many types of business entities, including limited liability companies, partnerships, and publicly-traded corporations. Before joining TACS, Greg worked with national firms McGuireWoods and Wachtell, Lipton, Rosen & Katz, as well as in the Virginia office of Framme Law Firm where he handled both Circuit Court and General District Court litigation matters.
Greg previously served as in-house counsel for a start-up software development firm and as corporate counsel to a Fortune 50 international financial services company. He is also authored “The New Partnership Anti-Abuse Rule and Estate Planning” for the Virginia State Bar Trusts and Estates Newsletter.
Seth R. Konopasek
Seth Konopasek earned his B.A. in American Studies from Brigham Young University and his J.D. from William & Mary Law School. The son of a career local government employee, Seth grew up in and out of county buildings and with an appreciation of the work and service of local government employees. He is proud to represent and advocate for the hard-working public servants of Virginia.
Seth represents TACS clients in all general and specialized collection matters, including real estate taxes and tax sales, special tax assessments, personal property taxes, meals taxes, business license taxes, and extraordinary collections methods. He appears in General District Courts and Circuit Courts all across the Commonwealth. As an excellent writer, Seth also works with TACS’ complex litigation and appellate team, including cases before the Supreme Court of Virginia and the Supreme Court of the United States. He has also authored and published two law review articles.
Garrett W. Patton
Garrett earned his B.A. degree in 2015 from the University of Virginia’s College at Wise. He then went on to earn his Juris Master and Juris Doctorate Degrees from the Appalachian School of Law, graduating in 2021 and becoming licensed to practice law in 2022. Throughout law school Garrett spent his summers interning with the Russell County Circuit Court and the Russell County Commonwealth Attorney’s office where he prosecuted misdemeanor cases under the supervision of an Assistant Commonwealth Attorney.
After graduating from law school, Garrett began his legal career as a Law Clerk for the Tazewell County Circuit Court. As a Law Clerk, Garrett drafted several letter opinions for high profile civil litigation cases and assisted with the Tazewell County Drug Court team which is part of Virginia’s Specialty Docket.
Garrett is based out of our Lebanon, Virginia office, and is eager to help the Firm assist its clients in all of their delinquent tax collection matters.
