The county/city is the organization that requested the funds from the state. They sometimes will not receive those funds for 60+ days after you have been notified they have been withheld. Until those funds post, the account is still open to collections and TACS can still actively collect. If you have questions about the withholding of your state refund, please contact the city/county that withheld the funds.
